INTRODUCTION
ECTS (the European Credit Transfer System, the European Credit Transfer
and Accumulation System) provides an instrument to create transparency, to build bridges between
institutions and to widen the choices available to students. The system makes it easier for
institutions to recognise the learning achievements of students through the use of commonly
understood measurements – credits and grades - and it also provides a means to interpret national
systems of higher education. ECTS is based on three core elements: information (on study programmes
and student achievement), mutual agreement (between the partner institutions and the student) and
the use of ECTS credits (to indicate student workload).
ECTS provides transparency through the following means:
1. ECTS credits which are a numerical value (between 1 and 60) allocated
to course units to describe the student workload required to complete them. They reflect the
quantity of work each course unit requires in relation to the total quantity of work necessary to
complete a full year of academic study at the institution (lectures, practical work, seminars,
tutorials, fieldwork, private study – in the library or at home – and examinations or other
assessment activities). ECTS is thus based on a full student workload and not limited to contact
hours only.
ECTS credits are a relative rather than an absolute measure of student
workload. They only specify how much of a year’s workload a course unit represents at the
institution or department allocating the credits.
In ECTS, 60 credits represent the workload of an academic year of study
and normally 30 credits for a semester. In Ukraine the ECTS credit is set to 36 hours of full
student workload.
2. The information package which supplies written information to students
and staff on institutions, departments/faculties, the organisation and structure of studies and
course units.
3. The transcript of records which shows students’ learning achievements
in a way which is comprehensive, commonly understood and easily transferable from one institution
to another.
4. The learning agreement covering the programme of study to be taken and
the ECTS credits to be awarded for their satisfactory completion, committing both home and host
institutions, as well as the student.
Institutions using ECTS will appoint an ECTS institutional coordinator and
one ECTS departmental coordinator for every participating department or faculty. Their role will be
to deal with the administrative and academic aspects of ECTS and to advise students.
An ECTS institution coordinator ensures the commitment of the institution
to ECTS principles and mechanisms. Also his/her more specific task is to inform students about
ECTS.
An ECTS faculty coordinator is usually is the contact person of students
and academic staff within the faculty and deal with most practical and academic aspects of the
implementation of ECTS. He/she informs students about ECTS in more practical details, provides
students with the information packages available from partner institutions, helps students to fill
in the student application form, explains the academic recognition procedures and documents
(learning agreement, transcript of records with grades according to the ECTS standards.

B. Academic calendar
The academic year starts on the 1st of September. In all years of studying
it consists of 2 terms – autumn term and spring term. The table below shows the duration of each
term for the corresponding year of studying. Each term finishes with a term check at which students
receive their academic rating: term rating (for 1-4 year students) or final rating (for 4-5 year
students in a spring term). During each term students are tested on the definite content module of
each discipline. The terms of the testing periods and check-up points are given in the table

At the end of the 2nd and 3rd years of studying the students have three weeks’ practical
training.
For specialities having to pass state examinations in the 4th year the spring term consists of
19 weeks of study, and for those requiring Bachelor’s thesis, the spring term consists of 17 weeks
of study.
Students studying for Specialist’s or Master’s degree in such specialties as BTMDS
(Biotechnical and Medical Devices and Systems ), ЕDP (Electronic Devices Production) , TMT
(Technologies and Means of Telecommunication), HEA (Household Electronic Appliances), CIN
(Communication Information Networks), TSN (Telecommunication Systems and Networks), LOEE (Laser and
Optoelectronic Engineering) and EC (Economic Cybernetics) have 19 weeks of study in the autumn term
and 7 weeks of study in the spring term, 4 weeks for practical training and 10 weeks for a thesis.
All other specialties don’t have weeks of study in the spring term. They are provided 8 weeks
of practical training and 14 weeks to complete the thesis

D. General University Description
The Kharkiv National University of Radioelectronics is one of the oldest technical educational
institutions of Ukraine. Its history began in 1930 when according to the Decree of the Council of
People’s Commissars of the USSR №1240 from April 17, 1930 the Kharkiv Institute of Engineering and
Construction was created.
In 1944 the institute was renamed into the Kharkiv Mining Industrial Institute, and in 1947
into the Kharkiv Institute of Mines (KhIM). For all years of work 6 thousand experts of mining was
prepared in the KhIM.
In 1962 the KhIM was transformed into the Kharkiv Institute of Mining and Mechanical
Engineering, Automation and Computer Engineering (KhIMMEACE) which became a basis for the future
Institute of Radioelectronics.
Crucial changes in formation of the institute of a new direction started from 1966, when the
Kharkiv Institute of Radioelectronics was created on the basis of the KhIMMEACE.
Thus, by the beginning of 1971 the KhNURE became a working higher educational engineering
institution which prepared engineers of twelve professions in radioelectronics and computer
engineering. From the beginning of the 70ies the KhNURE occupied one of the leading places among
technical institutions of the USSR.
In 1987 according to the Decree of the Ministry of Education of the USSR №561 from August 10,
1987 the KhNURE was entered in the list of the leading institutions of the country.
In 1981 the institute got the Order of Labour Red Flag, and in 1982 it was named after the
outstanding scientist and the designer of space rocket machines, the academician M.K. Yangel.
On August 13, 1993 the Kharkiv State Technical University of Radioelectronics, which after a
little while became a higher educational institution of the fourth level of accreditation, was
formed on the basis of the KhIRE.
According to the Decree of the Ministry of Education and Science of Ukraine № 605 from August
22, 2001 the university was given the status of the Kharkiv National University of Radioelectronics
for high achievements in the field of education and science.
The KhNURE is a modern educational and scientific centre which will open its fount of
knowledge, world and national values of science and culture to youth from all corners of Ukraine
and many countries of the world.
At present over 11 thousand students take courses in 33 professions in this university. The
system of training of scientific and pedagogical staff, including doctoral studies and postgraduate
studies (242 people), operates very effectively. Annually about 60 doctor's and master's theses are
defended in 16 professions in five specialized councils of the university. Over half (22 of 33) of
educational professions were opened from 1996 to 2000. During the last three years four new
professions were opened.

Networks”, «Economic Cybernetics", "Biotechnical and Medical Devices and Systems" only) – 2000 $
USA per year.
Fees can change with every passing year and the exact sum is known only by the beginning of
the admission.
II – GENERAL AND PRACTICAL INFORMATION
A. Formalities accepted in Ukraine concerning admission of students
The Kharkiv National University of Radioelectronics admits foreign students without any
restrictions on the grounds of race, colour of skin, political, religious and other convections,
sex, ethnic and social origin, material wealth, place of living, language or other things.
Foreign citizens are admitted to the University according to the result of an interview, on
the basis of the contract signed by a legal or physical person, and apply the following documents
to the University:
a)
an application form of the standard form;
b)
a copy of the certificate of education with grades for
the educational disciplines;
c) a document about HIV negative if something else is not foreseen by the international
agreements of Ukraine;
d)
a medical certificate about the state of health,
certified by an official organization of health care of a foreigner’s home country, and given
not earlier than 2 months before entering Ukraine for studying;
e) insurance police that provides an urgent medical aid;
f) a copy of a birth certificate;
g) 6 photos 30 : 40 mm in size;
h) a return ticket with an open date of return to the home country within one year.
Besides the documents mentioned above foreigners should also apply other necessary documents
in an established order for postgraduate studies.
The documents listed in points b, d, f should be registered according to the legislation of
the country issuing the document and legalized in an established order, if something else is not
foreseen by the international agreements of Ukraine.
Every foreign citizen who came to study in
Ukraine should register his/her national passport in the Ministry of Inner Affairs on the written
appeal of the University within 30 day-term after arrival in Ukraine. Within this term a student
should sign a contract with the University, pay the fees and choose a place of living (in the
hostel/dormitory or in a private apartment).
As a rule, the term of the primary registration of a foreigner's national passport is one year
(till September, 15 of next year), after this in case the student enters the proceeding year and
pays the fees in a current academic year, the term of registration is prolonged for one more year.
A student should submit the passport to prolong the term of registration not less than 5 working
days before its expiry. To live the borders of Ukraine on holidays or on personal propose in the
passport there should be done a mark that confirms student’s status and gives him/her an
opportunity to return to Ukraine to continue studies. In case of expel or graduation from the
university a foreign student should go through the formalities of exit visa to return to the home
country (to other exit country) or define another status of staying in Ukraine.
B. How to enter the university
For foreign students the term of arrival in Ukraine for studying is from August 15 to November
15.
The reason of applying entry visa for studying is the original Invitation given by the
University, and also visa support given by the Ministry of Foreign Affairs of Ukraine on the
University’s request.
To get an Invitation for studying foreign citizens (usually through mediators: friends who
study or live in Ukraine or firms which enroll foreigners for studying in Ukraine) provide the
following information to the University in English: first and last name in full, date of birth,
number of the national passport, citizenship, address of residence, the country of getting
visa.
After getting an entry visa in the Embassy of Ukraine and buying a plane ticket a foreigner
should (personally or through the mediators) inform the University the date and place of arrival in
Ukraine. This information should be provided to the Department of Foreign Students’ Affairs of the
University (tell/fax +38-057-702-10-17, e-mail: agency@knure.kharkov.ua) not later than 3 days
before arrival. The representative of the University or a firm-mediator will meet a future student
in the airport and accompany him/her to the place of studying.
C. The cost of living
Indices of average cost of living in Kharkiv are:

D. Providing accommodation
During the period of studying foreign students can live in one of the University
hostels/dormitories or in a private apartment. In the hostel there are 2-3 students in one room,
the cost is approximately US $ 180-240 per year. The place for living in the hostel can be given to
a foreign student as soon as he/she arrives in the university, but within 5 days he/she should sign
the contract for studying with the University, pay the fees and pass the necessary medical
examination in the student’s hospital.
If a foreign student wants to live in a private flat, he (or she) can apply to any estate
agency or a mediator firm quite numerous in Kharkiv. A monthly fee for a private flat amounts
$80-120 depending on the neighborhood and living conditions. If a student chooses living in a
private flat, he/she is to conclude an agreement with its owner. When registering a foreigner’s
passport in the Authorities of Inner Affairs a copy of the agreement should be attached to the
passport. In case of changing the place of living a new agreement is concluded and passport is
registered in a new accommodation.
E. Health and Insurance
1. Medical care
Medical care of students is carried out in the First Aid Center (FAC) and in the Regional
Students’ Hospital (RSH).
Ukrainian students are served free of charge, but foreign students must pay for medical
service according to the Security Service rate.
Medical care in the FAC includes urgent first aid, therapeutic, dental and gynecologic
care.
The RSH includes all kinds of specialized medical care, inpatient treatment and treatment in a
health center.

Students having special needs are paid special attention! They are registered in the FAC and
RSH and get complete medical examination according to the existing requirements of the Ministry of
Health in Ukraine.

Insurance
There is no obligatory medical insurance system. A student can be insured against an accident
or disease for a period of an academic year. A student can be insured by the Industrial Insurance
Company.

There are more than 730 thousand printed editions in the scientific library stock in the
KhNURE. The electronic library has about 2500 full-text electronic documents.
The total area of the library is 1660 m2.

2. Teaching and laboratory facilities
The KNURE Information and Computer Centre (ICC) is the oldest in Ukraine. It was formed in
1963. At present the ICC is a modern computer centre.
The ICC has 16 computer classes (250 personal computers). The computers are equipped with
up-to-date software. The computer classes are operated by qualified personnel. The dispatcher's
service, a programming department, the centre of controlling the KNURE local computer network, the
higher educational establishment automated control system group (abbreviated to the Ukrainian
"ASUVUZ"), computer operation and maintenance experts and software specialists are the ICC
structural subdivisions.
12 computer classes have access to Internet. At present 3 channels with the total capacity of
3 Mb (ITL – 1.5 Mb;
Btst Net – 512 Kb; Vostok – 1 Mb) are successfully
functioning at KNURE. The number of Internet network users amounts to 900 persons. Some 25 Gb of
information per month are delivered to the users via Internet channels. The information storage
organized at the control centre servers numbers over 98 GB of documents and software product which
are used in research and academic work.

G. Other practical information
Kharkiv has a great number of banks where foreign citizens may open foreign currency accounts
to get money orders from abroad. Western Union network is operating.
The university is situated in a very convenient place, near the Metro Station "Naukova" and
trolley-bus, bus and fix-route taxi stops. The hostel for the Preparatory faculty students is
located near the university. The rest of the students live in hostels which are situated at a
distance of a 10-20 minutes' journey from the university by public transport. The public transport
fare is some 10-20-cents. Near the university and on its campus there is a well – developed network
of Fast Food, buffets and cafes with moderate prices to the students. There is a "MacDonald’s" cafe
not far from the University. The students who prefer to have meals at home are provided with all
the necessary facilities to cook in the hostel.
H. Extra – curriculum activities and leisure
1. Physical culture and sport
Physical culture and sport are of great importance in the KNURE students' everyday life. The
university has a good sport base which includes specialized sports halls, a stadium, and several
sports grounds where studies and practice in 30 sports are conducted.
The university boxing, Oriental martial arts, sport aerobics, power lifting, table tennis,
track and field athletics and sport games teams are the best both in Kharkiv and in Ukraine.
Throughout the year students take part in numerous sport competitions: championships of
groups, courses, the university and the city as well as national, European and world
competitions.
There are over 90 masters of sports and international class masters among the university's
sportsmen. At the KNURE traditional holidays the Rector rewards the best sportsmen who hold high
the banner of our higher educational establishment.
2. Student’s club
Organizing free time is not a question of minor importance. In case of the proper approach to
the problem of leisure, rest and entertainment becomes a powerful instrument of solving educational
problems. There is a students’ club at the university. It supports 25 groups of amateur art
activities, namely: groups of ballroom dance of students, employees, employees’ children; groups of
folk and sport dance, modern and variety dance; a choir; a singing group and many others which have
occupied a worthy place in the university’s life.
The students’ club conducts a variety of arrangements together with the departments of the
university such as the departments of physical training, philosophy, Ukrainian studies; the KNURE
library and others.
The university’s numerous traditions are preserved by the arrangements performed by students’
club, including the celebration of St. Valentine’s Day and the International Women’s Day, the
ceremony of initiating into students, the solemn graduation, the Day of A-students, the Day of
Remembrance of the Great Patriotic War, the Day of the University. All the amateur groups and
soloists of the students’ club participate in the mass events of the university, in district and
city competitions, festivals and various holiday concerts. All these traditions are preserved,
multiplied and inherited by the coming generations of students.
3. Student self-government
There is a developed system of student self-government at the University. KNURE has a
functioning Students’ Senate elected by representatives of student groups of all faculties. The
Senate is entrusted some functions of managing the University. The trade union of students has been
functioning at the University for many years. Its main aim is to support students socially. The
trade union of students is a member of the Association of remedial organizations of students of
Ukraine. The Association within their programs organizes the recovery of students in student sports
and recovery camps, contributes to the probation taking, participation in agricultural works,
recovery and rest abroad. The Association books beforehand airplane tickets including special
discount ones for holders of ISIC, ITIC, IYTC, EURO<26 cards.
